Eligibility for the Housing Choice Voucher is determined by a specific set of factors. The applicants must:

  • Be considered a family per the standards established by the HUD and RRHA.
  • Be within the HUD-specified income limit bracket for their family size.
  • Be U.S. citizens or eligible immigrants.
  • Provide the Social Security numbers of all household members as needed.
  • Allow RRHA to collect and verify all family information made necessary by provided consent forms. 
  • Meet RRHA’s standards for acceptable current or past behavior for all family members.

The Eligibility Process

After placement on a waiting list the order of selection is based on preferences selected and/or the date and time of the application. Once your name has reached the top of the waiting list the eligibility process begins and usually takes up to 90 days. RRHA staff will collect information on income, assets and family composition. This information will be verified with the appropriate third-party sources and used to determine program eligibility. *Below is a link that contains a list of all of the verification documents.*

  • Picture ID for each person 18 years of age or older (current state ID or driver’s license)
  • Names of all persons who would be living in the unit, gender, date of birth, and relationship to the head of household with supporting documentation (e.g. birth certificate, social security cards)
  • Divorce decree or legal separation documents, if necessary.
  • Verification of pregnancy or disability, if necessary.
  • Your present address and telephone number.
  • Family characteristics (e.g. veteran) or circumstances (e.g. living in substandard housing) that might qualify the family for tenant selection preferences.
  • An estimate of your family’s anticipated income for the next 12 months and the sources of that income.
  • Verification of all income (e.g. Current paystubs, employment offer letter, benefits letter, contribution statement, tax returns)
  • Verification of assets (current bank statement) and expenses (childcare and medical).

What are the income limits?

Income limits are established annually by HUD. The very low (50%) income limits are used to determine if the family is income-eligible for the Housing Choice Voucher Program. RRHA compares the gross annual income of the family to the applicable income limit for the household size. Families whose income exceeds the income limit will be denied admission to the program and offered an informal review.

*Income will be calculated and converted to an annual figure and compared to the HUD established income limits.
