Stacey Daniels-Fayson serves as Chief Financial Officer/Controller of Richmond Redevelopment and Housing Authority. With over 30 years of experience, Ms. Daniels-Fayson leads a team of nine professionals who are responsible for fiscal and reporting management of RRHA’s Low-Income Public Housing, Housing Choice Voucher Program, Capital Fund Program, and Real Estate and Community Development.

A native of Buffalo, New York, Daniels-Fayson holds a B.S. in Accounting from Virginia Union University and is a Certified Public Accountant. She proudly serves as the Internal Audit Chair for the Chesterfield Alumnae chapter of Delta Sigma Theta, participates on the Internal Committee for Saint Paul’s Baptist Church, and enjoys spending time with family, traveling, and doing puzzles.

Walton possesses nearly 30 years of experience in affordable housing, housing policy and operation, and real estate and community development. Prior to joining RRHA, Walton held executive positions, provided technical support and consulting, and program management at housing and redevelopment agencies throughout New York, Indiana, Illinois, Michigan, Florida and Louisiana.

Walton holds a BS in Organizational Development and Communications/(Management) from Eastern Michigan University and has completed executive program studies at University of Maryland – School of Public Affairs, George Washington University – College of Professional Studies and Rutgers.

Ingram Brown serves as the Human Resources (HR) Director of Richmond Redevelopment and Housing Authority. With more than 30 years in the field of HR, she is a certified Senior Professional in HR (SPHR) and a SHRM Senior Certified Professional (Sr-SCP). Prior to joining RRHA from August 2010 to June 2012, and again since February 2017, Ingram worked for the Goodyear Tire & Rubber Company for over 20 years. Under her coaching, the HR team performs critical functions including payroll processing, recruitment, compensation/benefits and employee relations.

Ingram has a BS in Chemical Engineering from the University of Virginia and a BA in Christian Arts and Ministry from Logos Christian College. Ingram is a Board Member for Strategies to Elevate People (STEP), an organization supporting the Gilpin Court Community. In her spare time she is a seamstress, choreographer and a dancer.

A 23-year veteran in the human services and affordable housing arena, Ralph W. Stuckey serves as the Director of Resident Services for Richmond Redevelopment and Housing Authority. A passionate advocate for human equality and justice, Stuckey has been engaged in advocacy throughout his career working directly with youth and family organizations in Virginia, Arkansas, and Texas.

He is a former professor of psychology at VA State University and holds a BS in Psychology from the University of Arkansas – Pine Bluff, an MS in Clinical Psychology from VA State, and is published in the area of cognitive psychology. His philosophy can be summed up in one statement, “People don’t care how much you know until they know how much you care.”  He is the proud father of two daughters.

Angela D. Fountain is Richmond Redevelopment and Housing Authority’s Director of Communications and Public Relations. In this role, she serves as spokesperson for the agency and is responsible for media and public relations, internal and external communications, public outreach and overseeing the external marketing firm. With more than 20 years’ in the marketing, public relations and advertising industry, Angela’s has worked in the academic, private and public sector communication fields.

Prior to her successful landing in November 2019 at RRHA, Fountain was the Public Information Manager for the City of Richmond’s Department of Public Utilities for 15 years. She holds a BA in Political Science from Virginia Commonwealth University, is a self-described good cook, loves traveling, eating at good restaurants and writing poetry. Additionally, she is the proud mother of a NC State University student who begs her not to sing out loud or dance in public.

Kenyatta Green serves as the Director of the Housing Choice Voucher Program and Tenant Selection Office of Richmond Redevelopment and Housing Authority. In this role, Kenyatta works with low-income families and individuals to attain safe, decent and sanitary affordable housing.  An affordable housing professional, Green has worked for more than 12 years in all areas of the Housing Choice Voucher Program from intake to quality control and program violations.

Green relocated to Virginia and has been with RRHA since January 2018.  In the very first year of her tenure, the HCVP team achieved high-performer status after several years of what was considered significant challenges. Green has received several certifications and holds a Masters of Public Administration, Magna Cum Laude, from Kaplan University.

Charles Williams serves as the Director of Public Housing for the Richmond Redevelopment and Housing Authority.  With over 25 years of experience in public housing management, Charles is responsible for managing more than 3700 units of residential housing, maintaining property standards set by the US Department of Housing and Urban Development,  ensuring the quality of life issues for housing community families are properly addressed and maintaining the department’s financial stability.

In addition to his BS in Public Administration from Virginia State University and Master’s in Business Administration (MBA) from Averett University, Charles has also earned numerous public and affordable housing certifications, including the Accredited Residential Manager designation.  In his spare time Charles regularly participates in various community service-oriented activities.  He is a basketball official with the Virginia High School League and an active member of Kappa Alpha Psi Fraternity Inc.

Brian Swann serves as the Director of Public Safety for Richmond Redevelopment and Housing Authority. In this role, he manages strategies, programs, and initiatives aimed at ensuring the safety, security, and overall quality of life for families in RRHA housing communities.

Brian convened and chairs the RHA Prevention/Intervention Steering Committee which was created to address public safety issues and overall quality of life concerns in LIPH. The steering committee is made up of a selection of multidisciplinary leaders from around RVA and include: the Richmond City Police Chief, Richmond Commonwealth Attorney, Richmond Public Schools Superintendent, Deputy Attorney General of Virginia, Richmond City Chief Administrative Officer, Director of the Richmond Health Department, Managing Assistant United States Attorney, VCU Acute Care Surgical Chief, Director of VCU Center for Urban Regional Analysis.

Mr. Swann began his law enforcement career in 1982 as a Fairfax County police officer. In 1987 he joined the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).  After retiring from ATF, he served as the Deputy Secretary of Public Safety in the Virginia Governor’s Office. He joined RRHA in July 2019.  In his free time, Brian enjoys time with family and friends, which includes six grandchildren. His hobbies include bicycling and other outdoor activities.

Arthur J. Walker is the Director of Procurement and Contract Administration for the Richmond Redevelopment and Housing Authority. His responsibilities include planning, directing and coordinating all activities relevant to the procurement of goods and services. In addition, he ensures that all procurement activities are done in compliance with state, local, and Federal Procurement regulations and RRHA policies.

Art came to RRHA in January 2020 bringing 25 years of procurement experience from Michigan’s largest Public Housing Authority, the Detroit Housing Commission.  He holds a BA in Accounting from Michigan State University, is a member of the National Institute of Governmental Purchasing and is a Certified Public Procurement Officer by the Universal Public Procurement Certification Council.

Joseph Sarver serves as the Director of Maintenance Operations for the Richmond Redevelopment and Housing Authority.  Mr. Sarver’s extensive and distinguished career includes significant experience as an energy analyst, facilities manager, business developer, and engineer. He is a Richmond native and has been with RRHA for 18 years. Sarver holds a BS in Physics from Virginia Commonwealth University, a Control Systems Engineering certificate from Honeywell Inc., and is a certified maintenance manager.

He has authored numerous technical publications related to mechanical systems.  He and his wife Susan have two adult sons, Evan and Grant. Joe is an avid volunteer, enjoys spending time with family, tennis, and nature and sports photography. He is also an accomplished, lifelong musician and a member of the music ministry at St. Michael’s Church.

Jacquelyn Salaam-Hicks serves as the Director of Information Technology for the Richmond Redevelopment and Housing Authority. In this role, Salaam-Hicks directs the effective delivery of networks, development, and disaster recovery systems and processes, oversees technical projects in alignment with organizational goals, and works collaboratively with all other divisions within RRHA to meet overall IT needs.

Jackie came to the agency in 1993 as a Systems Specialist for the Heating Ventilation & Air Conditioning computer system.  She was responsible for implementing RRHA’s first Helpdesk. A 30-year resident of Richmond, VA, Ms. Salaam-Hicks earned her BS in Information Systems and Operation Management from University North Carolina at Greensboro.

Desi Wynter serves in the capacity of Deputy Chief Real Estate Officer with Richmond Redevelopment and Housing Authority.  A veteran in community development and affordable housing development, Desi is responsible for initiating and managing partnerships between developers, financial institutions, governments, and community stakeholders for multimillion-dollar development initiatives for public housing and neighborhood transformation.

Desi’s diverse career includes executive and management positions at Habitat for Humanity in Americus, GA, the VA Dept of Housing and Community Development, and the Roanoke Redevelopment and Housing Authority.  Desi holds a Master’s in Public Administration from James Madison University.

Cory Wolfe serves as General Counsel of Richmond Redevelopment and Housing Authority, a position he has held since 2018.  Prior to joining the RRHA team, Cory served as Assistant City Attorney for the City of Danville, Virginia, where he developed his background in Virginia local government law. Cory is thrilled to contribute his legal expertise to RRHA’s core mission–providing safe, comfortable, and affordable housing to Richmond’s most vulnerable residents.

A proud Tarheel, Cory earned both his B.A. and Juris Doctor degrees from the University of North Carolina at Chapel Hill. He is an active member of the Local Government Attorneys of Virginia, where he occasionally presents on matters related to housing policy. A lifelong amateur musician, Cory always finds time in the day to jam at his piano.

Commissioner Veronica Blount is  Chair of the Board of Commissioners. Blount has served her community as a resident of Richmond for 13 years as the Creator and Director of several support groups, a PTA President, a Court Appointed Special Advocate for Children, a Community Advocate and Resource Center Specialist doing Healthcare administration for the Richmond City Health District, served her country as an AmeriCorps member at Embrace Richmond, interned at Central Virginia Legal Aid Society before earning a degree in Paralegal Studies at Bryant & Stratton College, served as a member of CVLAS Client Council, the 7th District Health & Wellness Initiative, participated in and supported many programs of the Peter Paul Development Center, and now appointed by the Richmond City Council to serve on the Board of Commissioners for the Richmond Redevelopment and Housing Authority.

Blount holds many certificates in allied health, case management, mental health, and human services. Blount is a PTA Executive Board member, a Richmond Community High School Board member, working full time and always continuing her education, all while building a nonprofit to serve an underserved community. Commissioner Neil S. Kessler is Vice Chairman of the Board of Commissioners and is a partner in the Richmond office of  Troutman Sanders LLP.  Kessler has represented clients in various types of commercial real estate transactions for more than 40 years, with an emphasis in financing, leasing, sales, purchases, development, and construction.  Kessler is a former co-chair of the Committee on Design and Construction Contracts and the Property, Casualty and Other Non-Title Insurance Committee of the Section of Real Property, Probate and Trust Law of the American Bar Association.

Kessler is the author of the Virginia law section of the ABA publication entitled A State-By-State Guide to Construction and Design Law and a chapter on insurance for a publication of the International Council of Shopping Centers. Kessler is also the co-editor of the Virginia Law Foundation Handbook entitled Real Estate Transactions in Virginia.  Kessler is a past Chair of the Real Estate Section of the Virginia State Bar and is currently a member of its Board of Governors. He is a former member of the Board of Governors and is a current member of the Insurance and Leasing Committees of the American College of Real Estate Lawyers. He is also a member of the Program Committee of the International Council of Shopping Centers Law Conference.

Kessler has been elected as a member of the Virginia Commonwealth University Real Estate Circle of Excellence and as a Fellow of the Virginia Bar Foundation and the American Bar Foundation.  Kessler has been recognized as a Leader of the Law by Virginia Lawyers Weekly, as one of the Best Lawyers in America and in the International Who’s Who in Real Estate Law. Kessler received his undergraduate degree with honors from Washington & Lee University and his law degree with honors from The George Washington University. He is a frequent continuing legal education lecturer.

Commissioner Marilyn B. Olds’ activities include being a graduate of the Richmond Bureau of Police Citizens Academy, member of the Virginia Poverty Law Group and Woodville Elementary School Steering Committee, President of RRHA Resident Patrols, Deacon for Faith Community Baptist Church, President of the Creighton Court Tenant Council, and a volunteer for numerous children’s programs such as the Creighton Court Steppers.

Commissioner Jonathan E. Coleman is co-founder of the New Y-CAPP Inc. In 1999, the organization was formed by Coleman and Donna Z. Pierce-Baylor to serve the needs of children and adolescents. The agency began providing services in the City of Richmond and successfully expanded to the Hopewell, Tidewater and Charlottesville regions. Coleman is also Vice President of the Association of Community Based Service Providers (ACBSP), an organization that provides its members with access to the latest developments and proposed regulations in the field of Mental Health Service. Coleman also serves as a Board Member of the Downtown YMCA and Metropolitan Richmond Sports Backers. Coleman is an alumnus of Virginia Union University.

Commissioner Robley Shelton Jones began his service on the board in 2013. Jones retired in September of 2016 ending a career that included the following positions: Director of Government Relations and Research for the Virginia Education Association, State Director for Senator Charles S. Robb, president of the Virginia Education Association, and teacher of secondary English in Norfolk and Virginia Beach. Jones, and his wife, Jacqueline, reside in the Forest Hill Section of Richmond.

Commissioner Basil I Gooden, PhD, is a Visiting Scholar in Social Work at Virginia Commonwealth University’s iCube Institute (Institute for Inclusion, Inquiry and Innovation). His focus is on Sustainable Food Access.

Gooden has nearly 20 years of policy experience with governmental agencies in the areas of community development, affordable housing, transportation and economic development.

He is the former Secretary of Agriculture and Forestry for the Commonwealth of Virginia, serving under Governor Terry McAuliffe. In this role he provided strategic vision, support and advocacy for two of Virginia’s largest private industries, agriculture and forestry and well as provided oversight and policy guidance for three state agencies—the Virginia Department of Agriculture and Consumer Services, the Virginia Department of Forestry and Virginia Racing Commission.

His professional interest and expertise involve working in an innovative and collaborative environment to help promote inclusive, equitable and sustainable food systems, good government, agriculture policy, public health , community economic development and wealth building strategies in minority and underserved communities.

Gooden has a Bachelor of Arts in Political Science from Virginia Tech, a Master of Social Work from Syracuse University, a Master of Public Health in Maternal and Child Health from University of North Carolina–Chapel Hill, and a Doctor of Philosophy in Social Work from the University of North Carolina–Chapel Hill.

Commissioner Michael Barrett Hardiman a government relations professional with more than a decade of experience.  His career includes advocacy for housing, development and construction issues. He is a former lobbyist and currently serves as Principal for his firm, Hardiman Advisors.  Prior to becoming self-employed, he was Senior Government Relations Manager for Genworth Financial with responsibility for all 50 states. Before joining Genworth, he served as Director of Government Affairs for Luck Companies focusing on state and federal transportation funding and policy, economic development, and local land use issues. Barrett has also worked for a variety of state trade associations covering diverse topics from broadcast television to home construction.

Barrett received a B.A. from the University of Virginia with a double concentration in Economics and American Politics.

Barrett serves as the chairperson of the Virginia Solar Energy Development and Energy Storage Authority, and previously served as the chairperson of the Transportation and Infrastructure sub-committee of the Greater Richmond Chamber’s Government Relations Committee.

Barrett and his wife Helen live in the City of Richmond’s Battery Park neighborhood with their daughter. He is a lifelong resident of Virginia and has spent time living and working in Richmond, Charlottesville, and Northern Virginia.

Johnson, Jr. currently serves as a mentor to at-risk males.  He is a current member of the Metropolitan Day School, a private, alternative school with an intensive and highly structured curriculum that serves the needs of students with specific disabilities.  He is a former zoning administrator for Hanover County and served on Richmond City council member from 1998 to 2004.  He is a former Board Chairman of the Neighborhood Housing Services of Richmond Inc, a non-profit organization created specifically to present opportunities for low and moderate-income families preparing to purchase affordable homes.  A Richmond native, Johnson attended Armstrong Kennedy High School and currently resides in the city’s 6^th council district. Johnson holds a Bachelor of Science degree in Urban Studies and Planning from Virginia Commonwealth University, and an Assessment Administration Specialist designation from J. Sargeant Reynolds.
